A man who raped and sexually abused three young children has been given a life sentence.
Daniel Chipchase, 20, of Bodfor Street, Rhyl, was described as a significant danger to children and ordered to serve a minimum of six years before he can be considered for parole.
He admitted raping a young girl in North Wales on a date between November 2011 and October 2012, as well as the rape and sexual assault of a six-year-old boy at Mablethorpe, Lincolnshire, on October 17 last year.
Chipchase also admitted two charges of sexual assault, two of sexual activity with a child and a further charge of inciting a child to engage in sexual activity carried out against a second girl in North Wales. The offences took place between May 2010 and October 2012.
He was given five concurrent life sentences and placed on the sex offenders’ register for life when he appeared at Lincoln Crown Court yesterday.
The court had earlier heard how Chipchase had avoided custody for raping a 10-year-old girl in North Wales in 2007. Judge Sean Morris said: “You have pleaded guilty to a catalogue of sex crimes. These crimes cannot be looked at in isolation. The rape in 2007 is the back drop to this case.
“You represent a significant risk of serious harm to children from further such offending. I am of the view that if you were to be alone with any young child, male or female, your sexual urges would get the better of you and you would commit serious sexual offences against them.
“I bear in mind that this is a young man from a very damaged background. Sexual norms have not been properly instilled into him. Life is the only sentence that will provide lasting and enduring protection for the public.”
Mark Van der Zwart, prosecuting, said Chipchase was given a three-year supervision order in 2007, aged 13, after pleading guilty at Mold Crown Court to raping a girl, 10.
Last year he was arrested again following an incident in a public toilet on a caravan site at Mablethorpe when a six-year-old boy was raped.
Police were alerted by a holidaymaker who was shocked by what he overheard while using an adjoining cubicle.
Later further charges were brought after two young girls came forward in North Wales to report they had been sexually abused by Chipchase. One of the girls told how she had been raped aged four or five while the other girl was subject to a series of sex attacks starting when she was six.
The court was told that social services files revealed that Chipchase was first identified as a potential sex offender when he was only three years old and was taken into care when he was five.
His barrister Alexander Dunn said: “In some ways he has never had a chance. He himself has been subjected to serious sexual abuse. He is described as displaying sexualised behaviour from a very young age. He has also witnessed abuse and violence against his mother.”
When he had started school in 1998, a teacher reported him for sexually touching another boy in class. Mr Dunn quoted a probation report which stated: “It is clear that Mr Chipchase’s formative years have had a profound and lasting effect on his wellbeing.”
He added: “He is sorry for what he has done. It is clear from the psychiatrist’s report that what he needs is one-to-one counselling and help. That can be given to him in prison.”
Following the case, Des Mannion, NSPCC national head of service for Wales, said: “It’s estimated that between 20-40% of all alleged sexual abuse is committed by other young people and intervention is essential if we are to ensure that they do not become abusive adults.
“Child sexual abuse is horrific and sentencing should reflect the seriousness of the crime.
“We hope that Chipchase’s victims are now receiving the support and care they need to overcome their terrible experiences.”
